Municipal fees are charges to specific users of a municipal service, activity or product or for the use of municipal property. Part XII of the Municipal Act, 2001 (the “Act”) provides the authority to impose municipal fees and charges where all or part of the benefit of the service, activity or product is a specific individual or group of individuals and not just the public-at-large, which General Levy funds. The Act also requires that fees be approved by Council and enacted in a by-law.
