Roads Resurfacing Program 2016

With summer underway, so marks the Town’s annual Road Resurfacing program. This year, the Town has identified 13km of roads rehabilitated as part of its five-year Road Resurfacing program.


How are the roads rated and ranked?

Town roads are inspected and rated twice a year by Town engineering staff to develop a Pavement Condition Index (PCI). PCI ratings include factors such as ride condition ratings and the physical condition of the road.

Once the road is rated, Town engineers use a risk-based formula to rank the Town roads and identify road priorities. The formula is based on PCI (scale: 100-1) x Road Classification (scale: 1-6).

 

For example,

Road A: 60 (PCI) x 4 (Road Classification) = 240

Road B: 50 (PCI) x 5 (Road Classification) = 250

 

Road A is considered a higher priority road when compared to Road B;
the lower the road rating, the higher the priority.


Other factors affecting road priorities include:

  • Roads that have a PCI Index of 45 and lower are automatically slated for reconstruction not resurfacing because they are considered too far deteriorated to be effectively rehabilitated.
  • If a sewer or watermain replacement project is planned in the 10-year capital program, only maintenance activities will be completed until reconstruction occurs as part of the project.

 

What are the types of road resurfacing & reconstruction used?

Road Resurfacing

  • Hot Mix Overlay – A new layer of asphalt is placed on top of the existing road. (Urban Areas)
  • Hot Mix Mill and Overlay – A portion of the existing asphalt road is milled off and a new layer of asphalt is placed on the milled surface. (Urban Areas)
  • Surface Treatment (aka tar and chip sealing) – Asphalt emulsion is sprayed on top of the existing road surface or other base material and is coated with a fine aggregate (Rural Areas)

Road Reconstruction

  • The existing asphalt roads are pulverized and replaced with new asphalt.
  • The existing asphalt roads are excavated and replaced with a new granular base and new asphalt.
  • The existing surface treated roads are pulverized and replaced with new double surface treat emulsion and fine aggregate. It may also include a layer of recycled asphalt pavement.
  • The existing surface is pulverized, graded and compacted with a dust suppressant application.


How much money is dedicated to fixing our roads?

In the 2016 Capital Budget, Town Council allocated $850,000 to the Roads Resurfacing program. An additional $403,100 was approved in the supplemental budget based on staff recommendations; thus, allowing certain road sections originally identified in the 2017 program to be completed in 2016. In total, the Roads Resurfacing program budget for 2016 is $1,253,100, which is a 57% increase over the 2015. 

In order to maximize the dollars committed to the Roads Resurfacing program, Town Council approves the annual budget early in the year; thus, allowing for early tendering and favourable pricing.
